[ARCHIVED] Bicyclist struck and killed by a cement truck in JCC

At approximately 9:45 a.m., on Oct 24, James City County Police responded to Old Stage Road near the I-64 overpass in reference to a bicyclist, who had been struck by a motor vehicle. The victim, who was identified as Theresa A. Morales, 33 of JCC was riding a bicycle east on Old Stage Road on the right shoulder of the roadway heading to work at the Subway inside of Star Express. She attempted to cross to the other side of the road just pass the I-64 overpass and was struck by a cement truck driven by a 44-year-old Hayes man. Morales was pronounced dead at the scene. 


Preliminary investigation revealed that the truck was heading east in the left lane and observed the bicyclist riding on the right shoulder of the roadway when she began to merge into the roadway. The driver sounded his horn and swerved to the left but was not able to avoid the collision. It is believed that Morales was not wearing a helmet and was listening to music on headphones at the time and did not hear the truck’s horn. Eastbound lanes of Old Stage Road just past the I-64 overpass were closed for approximately 2hrs and 45 min. The crash remains under investigation. No charges against the cement truck driver are expected.
