[ARCHIVED] Police Make Arrest in Peeping Tom Incident

On June 11, it was reported to police that a female victim had been filmed or photographed while in a dressing room in the Polo Ralph Lauren store in the Williamsburg Premium Outlets. The victim reported that she saw a hand holding a phone in her direction over the dressing room entrance. The investigation would reveal an employee, Elijah Nicholas Carle Rice (a 23-year-old James City County resident), as the suspect. Rice has been charged with peeping or spying into a dressing room (VA Code § 18.2-130). He was arrested on June 17 and taken to the Virginia Peninsula Regional Jail.
