Rebecca Vinroot and Jason Purse

County Administrator, Bryan Hill, has announced Jason Purse as James City County’s new Deputy County Administrator and Rebecca Vinroot as Director of Community Services effective April 1.

As the Deputy County Administrator, Purse’s responsibilities include serving with the County Administrator as the principal contact to the Board of Supervisors for County-wide issues, representing the County on local and regional boards and commissions, serving on the Executive Leadership Team and managing various long-range strategic plans and projects.

As the Director of Community Services, Vinroot is responsible for oversight of the Social Services Division, Office of Housing and Community Development, as well as Satellite Services. Vinroot serves as the James City County Chair of the Community Policy and Management Team under the Children's Services Act and also sits on the board of Colonial Behavioral Health. She is a member of the Virginia League of Social Services Executives and Virginia Association of Local Human Services Officials.

“As we continue to strategically manage James City County into the future, I am happy that we are able to attract talented individuals who want to move our great County forward,” says Bryan Hill, County administrator.

Purse started his employment with the County in 2005 as a Planner and was promoted to Zoning Administrator in 2013. His work with the Planning Department has included projects such as the Toano Community Character Design Guidelines, the Mooretown Road Corridor Study and multiple comprehensive plan updates. As Zoning Administrator he was responsible for overseeing the enforcement of zoning in the County, as well as serving as liaison to the Board of Zoning Appeals. He received a B.A. from Virginia Tech and a master’s degree in Public Administration from Old Dominion University.

Vinroot has worked for the County in the Division of Social Services since 2008, beginning with the position of Children’s Services Act (CSA) Coordinator. As the CSA Coordinator, she worked with several child-serving agencies to fund services for children with special needs. Vinroot became the Deputy Director of Social Services in 2011 and was responsible for oversight of programs for children, seniors and disabled citizens, as well as serving on the board of Colonial Behavioral Health. Vinroot obtained her B.A in Psychology from the University of North Carolina at Chapel Hill and a master's degree in Social Welfare from the University of California at Berkeley.
