On Feb. 23 at approximately 8:33 a.m., officers responded to a traffic crash on Route 199 westbound about a half-mile east of the Longhill Road exit. A tow truck had stopped to tow a vehicle that had become stuck in the median earlier in the morning. The tow truck was partially in the left lane. A 2003 Jeep Wrangler traveling in the left lane struck the tow truck from behind. The impact caused the Jeep to go into the right lane where it was struck by a 2018 Honda CRV.
The driver of the Jeep was identified as Hailey R. Diggs, 29-years-old of York County. She was pronounced deceased at the scene. She was wearing a seatbelt, but she was still ejected due to the force of the impact. The Jeep was totaled.
The driver of the Honda CRV, 63-years-old of James City County, was transported to Riverside Regional Medical Center in Newport News with minor injuries. The Honda suffered significant damage.
The driver of the tow truck, a 38-year-old male, was inside of the truck when the collision occurred and was not injured.
Route 199 was blocked westbound for several hours while the investigation took place.
The crash remains under investigation.
