Billing
Curbside recycling bills from the James City County (JCC) Treasurer’s Office have been mailed and payment is due on Sept. 16.
If you have already notified us that you will be opting out but you still received a bill, please disregard the bill.
Payment
- To pay by check, mail your check along with the payment stub included in your bill to County of James City, Virginia, PO Box 8701, Williamsburg, VA 23187-8701 or PO Box 844637, Boston, MA 02284-4637.
- To pay online, go online and click the link on the right hand side of the page. A convenience fee will apply.
- To pay in person with cash, check or credit card, visit the James City County Treasurer’s Office (101 Mounts Bay Road, Building B) or Satellite Services (3127 Forge Road).
- To pay at the dropbox, enclose a check along with your payment stub and leave it in the dropbox in the island near the flagpole at the Government Center (101 Mounts Bay Road) or at Satellite Services (3127 Forge Road).
Please make all checks payable to Treasurer, James City County.
If we do not receive your payment postmarked by Sept. 16 you will be automatically opted out of the program and no fees will apply.
Opting Out
If you choose to opt out of curbside recycling, please complete the opt out form on the website. You can also send an email to general.services@jamescitycountyva.gov or call 757-253-6700.
Acceptable Recycling Materials
We are limited in what we can recycle by what our regional recycling haulers are actually able to sell on the commodities market. If an item can’t be recycled into something new in a cost-effective way there is simply no buyer available to purchase these materials. With that said, there was a great deal of ‘wishful recycling’ going on prior to this new contract so it’s important for citizens to understand that the only items not being recycled now (that were accepted in the curbside program before July 1) are some plastics other than bottles and jugs. Unfortunately, over the past few years the markets for those items dwindled down and when China refused to accept them they ended up being stockpiled with nowhere to recycle them.
The Cost of Recycling
The $7/month fee is a direct result of the increased costs to the recycling haulers for the lower demand of recycled materials and the additional staff necessary to weed out all the contamination added to the carts by residents who do not follow the rules. On average, 25% of what residents put into their carts has never been recyclable and so not only are haulers having to pay transportation costs to move all that garbage all over the region, but they are having to pay landfill fees to get rid of it.

The County encourages all citizens to continue to recycle by either taking advantage of the low cost and convenient single-stream curbside recycling program or by separating their materials and transporting them to one of the three County Convenience Centers for free.
