Curbside Recycling Update July

New Carts 
The new contractor, TFC, and County staff are working through the list of customers who have reported not receiving a cart.

If you have not received a cart and have not yet reported it to James City County General Services, please send an email or call the recycling hotline at 757-253-6700.

Recycling cart size exchanges will be handled in August. Please continue to use the cart size you currently have until then. It will be picked up and exchanged on your regular recycling collection day.

Old Carts 
Almost all of the old carts have been collected. However, if you still have the old recycling cart that belongs to County Waste, please call them at 757-229-2627 to arrange pick up.

No Changes to Recycling Dates
We understand that a few households received the wrong calendar with their new cart. We apologize for any confusion this may have caused, but rest assured that all recycling routes and days stayed the same and there are no changes from your previous schedule.

Opting Out 
Customers can opt out of the Curbside Recycling Program by completing the online form, sending an email or call 757-253-6700. Please note that there is a high volume of phone calls on the recycling hotline and you may need to try your call later or leave a message by calling 757-253-6711 directly.

Customers who have opted out of the program should leave their new empty cart where it is visible from the road and TFC will remove it within the next 1-2 collection cycles.
** July 19 Update**  Currently there are approximately 1,900 carts that need to be collected and while we understand that this transition can be frustrating to some, please know that we are working alongside VPPSA and TFC Recycling to remove those carts as quickly as possible. Due to the influx of requests during this initial transition phase it is taking longer than normal to remove the carts.

To minimize any inconvenience, residents should place their carts in a location on their property that is out of the way but visible from the road so that the subcontractors can retrieve them within 2-4 weeks.

Once a resident opts out of the program please do not submit subsequent requests as this complicates our records and the extensive administrative oversight creates additional delays in route assignments and logistics.

Many homeowners associations and residential management companies are aware of the delay and have agreed to allow carts to remain visible as long as they do not create safety concerns. Thank you for your patience as we work together as a community to expedite this transition.

Billing 
Curbside recycling remains free of charge to James City County residents through Sept. 30, 2019 and residents are not billed for use of the cart. After Oct. 1 curbside recycling will be available as a pre-paid service, so the first quarterly bill will be mailed mid-August and will be due Monday, Sept. 16. The bill will cover services between Oct. 1-Dec. 31, 2019 and participants will continue to be billed on a quarterly basis. Households that have not made their payment by Sept. 16, 2019 will be removed from the recycling program.
