Regulations regarding food trucks, also known as mobile food vending vehicles, were approved by the James City County Board of Supervisors in November and December of 2016. All regulations are available in Article II Sec. 24-49 of the Code of James City County.
Food trucks are permissible on land zoned M-1 Limited Business/Industrial Zoning, M-2 General Industrial Zoning, PL Public Lands, B-1 General Business and PUD-C (Planned Unit and Development-Commercial). To view a map of food truck zones, please visit this link.
The regulations in the Zoning Ordinance do not apply to the operation of food trucks operating in conjunction with a special event, for which a special event permit would be required, or to food trucks operating in conjunction with a privately catered event not serving the general public.
Mobile Food Unit Vendors
To serve the general public, mobile food unit vendors must apply for a Mobile Food Vending Permit and have a valid James City County business license.
To receive a Mobile Food Vending Permit, vendors must submit a valid permit from the Virginia Department of Health, an approved JCC Fire Department Inspection Form and written permission from property owners of the property where they will operate. Questions regarding the Mobile Food Vending Permit can be answered by the Zoning Office at 757-253-6685.
Business licenses are handled by the Commissioner of the Revenue. Questions can be answered at 757-253-6698.
Businesses
If you would like to host mobile vendors on your private property for employees, your property must be located in an approved zone and the property owner or their designee must grant written permission to the mobile vendor. Vendors must submit this permission to JCC.
