Housing Revitalization

The James City County Housing Office offers a variety of programs to meet the needs of homeowners in need of assistance with housing repair and revitalization. The property in question must be located in James City County. The homeowner must show proof of ownership and be in good standing with the County.

Emergency Home Repair

The purpose of this program is to address safety concerns, plumbing leaks, or additional hazards that may limit accessibility or access in the home. The homeowner must be below 30% of area median income.


The purpose of the program is intended to support energy improvements in the home. The homeowner must be below 120% of area median income. This program is financed through a loan and the interest rate varies but for qualifying homeowners it can be as low as 0%.


This program requires a failed sewer or plumbing systems to apply. It is administered through Housing Partnership Incorporated.
