The 2021 Master Plan guides the future development of three parks—the James City County Recreation Center Park, Upper County Park and the Warhill Sports Complex. Each park was reviewed separately, taking into account water restrictions, equitable access, environmental concerns, resource protection areas issues, zoning, building codes, new trends and patron requests. The public engagement portion of the update was held May 17-June 14, 2021 which included an online survey and listening boards with paper surveys at the James City County Recreation Center and Upper County Park Pool. Two public meetings were held to inform citizens and solicit feedback. More than 175 comments were received during the citizen engagement portion, and those comments are now part of the final plan. The plans received unanimous approval by the James City County Parks & Recreation Advisory Committee, the Planning Commission and the Board of Supervisors, and were adopted by the Board of Supervisors on January 25, 2022. The conceptual Master Plans for each park are available for your review. The Plan will provide staff, elected officials and citizens with a valuable planning tool for the next ten years and beyond. Improvements will be completed based on community and citizen needs as well as available funding.
