Monthly Billing

As a result of the cybersecurity attack on our billing partner and subsequent delays in the postal system, JCSA customers who receive their bill by mail may have received three monthly bills within the past five or six weeks. We apologize for the inconvenience that this has created for our customers. The most recent bill was delivered on a timely basis, and we are optimistic that our billing will resume on a normal schedule. Late fees were not assessed for the November and December bills, but will be re-instituted beginning with the January bill.

Effective May 1, 2020, JCSA will move from quarterly billing to monthly billing. Customers will still receive a combined HRUBS bill for water and sewer services provided by JCSA and HRSD. The due date will remain 21 days after the bill date.

Attention Submeter Customers 

For JCSA customers with a submeter, the due date to turn in your reading will also change. All submeter readings will be due the 1st of each month, effective May 1, 2020. Adjustments will not be made on current bills for readings received or entered late. Email reminders will be sent out for customers who are registered.

Electronic Bill Pay and Auto Pay 

If you have established recurring payments through your personal financial institution, please consult them to adjust the payment frequency as needed. Customers can go to www.hrsd.com/payment-methods to sign up for online bill payment options. Customers can also make a one-time payment over the phone by calling 1-844-257-6063. There is no charge, just have your 10 digit account number available and follow the instructions to pay using your Debit or ATM card, Checking or Savings account or Visa, MasterCard or Discover.
