Public Speaker Policies

Times to Speak
At the James City County Board of Supervisor's January 2 organizational meeting, the Board altered public speaker’s rules and time limits and changed the twice monthly regular meeting start time to 6:30 p.m.

2 Public Comment sections remain on the agenda for speakers to address topics germane to the workings of the Board and any agenda items not subject to a Public Hearing. The first Public Comment section begins immediately after the Board meeting is convened at 6:30 p.m. The Board's business meeting starts at 7 p.m. and the second Public Comment is held at the end of the agenda.

Public Comment Speaker Rules
Speaker rules for Public Comment are as follows:
  1. Speakers should fill out a Speaker Form (PDF) prior to the Board meeting. Speaker forms are available in the Board Room and online.
  2. Speakers are allowed 5 minutes and may speak once during Public Comment.
  3. Priority will be given to those who have submitted a form and indicated they are speaking to an agenda item or topic that is not subject to a public hearing.
  4. Due to the 30 minute time limit during the first Public Comment, any remaining speakers will address the Board at the 2nd Public Comment.
  5. Failure to fully complete a speaker's form will place that speaker at the end of the second Public Comment period.
Public Hearing Speaker Rules
Speaker rules for Public Hearings are as follows:
  1. Speakers should fill out a Speaker Form (PDF) prior to the Board meeting.
  2. Speakers are allowed five minutes and may speak once during the Public Hearing.
  3. A group with a designated spokesperson who wishes to address the Board must notify the Secretary to the Board by 4 p.m. the day of the scheduled public hearing at by email or by phone at 757-253-6609.
  4. The group spokesperson is permitted up to 15 minutes to speak.
  5. The applicant or his/her representative is allowed 15 minutes to speak during the Public Hearing.
