Russell was named the Director of the Office of Economic Development for James City County in November 2010. Prior to that, he served as the Director of Economic Development in Spotsylvania County, Virginia and as the Vice President of the Fredericksburg Regional Alliance in Fredericksburg, Virginia.
Russell received a Bachelor of Science degree in Economics and Finance from Christopher Newport University in Newport News, Virginia, and a Master of Arts degree in Urban Planning from the University of Akron in Akron, Ohio.
Kate joined the James City County Economic Development staff in 2011 after working in the County’s Planning Division since 2005. She has helped create new initiatives, such as Manufacturing Day, the Triangle Entrepreneur Exchange and the collaboration with Thomas Nelson Community College to create a local culinary program. Kate is involved in managing grant and incentive programs, identifying resources for existing businesses, workforce development, and everything in between.
Kate previously worked for both the State of Indiana Department of Commerce in both Business Development and Community Development and the Virginia Department of Housing and Community Development in the Project Management Office. Kate is a graduate of Ball State University with Bachelor Degrees in both Urban Planning and Political Science.
